Article 23
(1) The contravention of these facts:
a) Non-compliance with Art. 12; 12;
b) Non-compliance with Art. 5 alin. 5. (1);
c) subjecting an animal to mistreatment;
d) Non-compliance with Art. 26 alin. 26 para. (3);
e) subjecting an animal to cruelty.
(2) offenses provided under par.(1) shall be punished as follows:
a) those referred to. a, a) with fine from 2,000,000 lei to 4,000,000 lei;
b) those referred to b) and c) with fine from 3,000,000 lei to 6,000,000 lei;
c) that in the letter. d) with fine from 6,000,000 lei to 10,000,000 lei;
d) that in the letter.
e), with a fine from 10,000,000 lei to 20,000,000 lei.
Article 24
If committing three times over a period of 2 years of the facts provided by art 23, para (1).c) and e) of the animal owner, besides a fine offense, shall apply and the seizure of animals. In this case, animals in shelters are places which is attached to local councils and will be recovered under the law.
Article 25
(1) Establish a contravention and enforcement people are empowered, under duties of the National Authority for Sanitary Veterinary and Food and the Ministry of Interior.
(2) The offender may pay on the spot or later than 48 hours after the end of minutes or, as applicable, from the communication of it, half of the minimum fine provided for in Art. 23 para (2), finding the agent making it possible mention in the minutes.
(3) contraventions provided for in Art. 23 to apply the provisions of Government Ordinance no. 2/2001 of contraventions, approved with amendments and completions by Law no.180/2002, as amended.

The reason of these laws, and purpose.
this law came from the need to protect certian species of animals at the way the ground disappearance of excesisve hunting such animals often mere pleasure not only for a particular purpose, but all this time a law has been completed along in time. Depending on the concerns raised by animal lovers, enviromentalists, bringing subseqent animal protection laws by countries that have the same wording adoptated contains only small fluctuating regulation comform each state. at present the law is not precise enoung because it provides about 80% of the demands of growth outside the demands of growth outside the natural environment of animal species, but times like this is quite complex and only like to state that if respected by keeper means that these animals lead a life almost perfect.
