(1) Animals are subject to surgery only in cases justified.
(2) Surgery is done under local anesthesia or, where appropriate, generally only by veterinarians.

Article 18
Notwithstanding the provisions of Art.
17 alin. 17 para.
(2), for animals used for scientific or other experiments, surgery or other treatments may be performed by other people who have qualifications.

this law came from the need to protect certian species of animals at the way the ground disappearance of excesisve hunting such animals often mere pleasure not only for a particular purpose, but all this time a law has been completed along in time.
