Chapter I - General Provisions.

Article 1
(1) This law regulates the measures necessary to ensure the living conditions and welfare of animals with or without holder.
(2) management of stray canine population in Romania is regulated by special law.

2 Article 2
In this law, the keeper means the owner, the person has with any valid, and any natural or legal person who is the animal care.

Article 3
Keepers are required to ensure animal health rules and zooigiena on housing, feeding, care, reproduction, exploitation, and those relating to the protection and welfare.

Article 4
Keepers are required to behave without brutality towards them, to ensure basic conditions necessary for the purpose for which they are raised, and not to leave or eject them.

Article 5
(1) The owners of animals are required to ensure their needs depending on ethological, species, breed, sex, age and type of production, the following:
a) an appropriate shelter;
b) sufficient food and water;
c) the possibility of moving enough;
d) care and attention.
(2) keepers are forbidden to apply ill-treatment, such as beating, torture and other cruel also.

Article 6
(1) For the purposes of this Law, we mean behavior brutal mistreatment, abuse in the use of animals, animals subjected to mistreatment and unnecessary burdens, and Failure to provide the minimum conditions of life and welfare.
(2) For the purposes of this Law, animal cruelty understand:
a) killing of animals, of perversity, and by practicing shooting captive or domesticated animals;
b) arranging fights between animals or animals;
c) the use of live animals for training dogs or to control aggression;
d) the use of animals for exhibition, advertising, filmmaking and for related purposes, if these activities cause them to physical and mental suffering, disease or injury;
e) the abandonment of an animal whose existence depends on human care;
f) administration of substances to boost natural capacities of animals during sports competitions in the form of doping.

Article 7
The animals used for scientific purposes are subject to specific safety rules, without causing them unnecessary suffering.
Article 8
(1) The National Sanitary Veterinary and Food Safety is national authority in the field of animal protection.
(2) conditions of ownership, housing and maintenance of animals is established by order of President of the National Authority for Sanitary Veterinary and Food Safety.
